This is the question.....
We have  found through trial and error that it is much easier for your customer to understand a price increase, when you add a gas surcharge, than to up your prices.
There is good reasoning behind this.  Each year, you may have normal pricing increases and your customer understands this, but to keep increasing your pricing as the fuel is jumping.....well ...the customer will come to mistrust you as a company.
By keeping your pricing the same and simply adding a fuel charge, you can raise or lower that charge according to market fluctuation and customers will understand that!
Fuel does fluctuate, and hopefully will be on it's way down again .
